This incident caused the partial closure of the CTA tunnel and the T3 parking area.

Two more people are now in custody in connection with a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to police.

A 24-year-old man, was taken into custody in Lambeth on suspicion of theft and assault and a 23-year-old woman was arrested for suspected conspiracy to commit robbery. They both remain in custody, the force said.

The arrests follow a probe into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Before the incident, a pair of female travelers had stolen from them their luggage after getting out of a car park lift.

A toddler aged three was one of the those hurt in the event. Five people went to hospital for medical care and were later discharged.

Police arrested a 31-year-old man on suspicion of robbery and assault close to the scene. He was subsequently released under investigation while inquiries continue.

Authorities were alerted at approximately 08:10 GMT following reports of several people hurt by an irritating chemical believed to be an irritant spray.

The attack - which police said was isolated and not considered terrorism - resulted in train delays and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
